Are you familiar with the way that MA implemented legalization? Essentially, you have to be independently wealthy just to afford the licensing costs, which has resulted in mostly corporate operations in the marijuana space there.
I haven't read through SAFER yet, so I'm not positive about its implications, but perhaps he's under lobbyist pressure not to support since it might allow regular folks to afford the ludicrous fees via loans?
